Like most telecommunications services DS3 prices (commonly known at T3) have been falling for the last few years. This is due to several factors. Competition has been heating up since deregulation in 1996. The number of companies offering service has exploded. With more competition in the marketplace service providers have to reduce their prices to attract customer and keep them from going to competitors. Service providers are desperate to keep margins but even more desperate to keep adding customers. This competetive arena has created a buyers market for DS3 lines and pricing is as favorable as it has ever been!
The soft economy and crash of the stock market has also contributed to the reduction in ds3 price. Since the peak of the market in 1999 many companies have gone out of business and no longer require service. This means there's a smaller pie available and there are plenty of telecom providers trying to get their share. Once again, the buyer is in control and can shop until he or she finds the price that is right for them.

A final reason for the reduction in DS3 pricing is the fact that equipement costs and the cost of supplying the bandwidth have decreased. As the VPN market approaches maturity at a brisk pace, vendors have been forced to rethink the tradition identity of their IP Security-based technology for letting users securely access enterprise resources via the Internet. Most large companies in need of linking their offices together have done so on frame relay networks. Although frame is still a useful product many users have found that the reduced cost of VPN gives them an attractive alternative.
'During the last 18 months, vendors have pushed VPN technology into different devices, have lessened the distinction between VPN and firewall products, and have demonstrated a strong willingness to deviate from standardized technology to meet corporate remote access requirements. VPN services now come bundled with many dedicated services and several service providers are using VPN products as a loss leader so they can sell circuits. When investigating the use of VPN products make sure you speak with a professional who can guide you through the strengths as well as the weaknesses of the product. While it is a cost reduced alternative to frame it is a different product and should be thoroughly researched.
One of the advantages of a VPN is that internet access is not based only on the hub and spoke layout. The users away from the hub are able to access the internet through their own connection rather than going through the hub and creating a bottleneck. Users will only need to connect through the hub if they need to access information from the central database. A fast packet technology initially defined as an ISDN frame mode service. Frame relay uses a minimal set of Data Link Layer procedures across the User-to-Network Interface (UNI), providing unacknowledged transfer of variable length frames between users. Additional Layer 2 and 3 functions must be provided by the end-users. The Layer 2 protocol uses LAPF-Core procedures. The network discards any frame with bit errors. Frame relay offerings today primarily offer permanent virtual circuit (PVC) services independent of ISDN. Switched virtual circuit (SVC) services will use ISDN-like signaling for call control.
