Definition 2. - A high-speed packet-switched data communications service, similar to X.25. Definition 3. - A protocol to replace the x.25 packet switching protocol used in the past. Frame Relay is a simplified version, owing to the vastly improved transmission facilities of today. Much of the x.25 protocol's error checking, re-sync and recovery features are no longer needed, thus Frame Relay is much moer efficient, giving way to to less overhead (control) bytes and the resultant higher overall thruput.

Definition 4. - A fast packet technology initially defined as an ISDN frame mode service. Frame relay uses a minimal set of Data Link Layer procedures across the User-to-Network Interface (UNI), providing unacknowledged transfer of variable length frames between users. Additional Layer 2 and 3 functions must be provided by the end-users. The Layer 2 protocol uses LAPF-Core procedures. The network discards any frame with bit errors. Frame relay offerings today primarily offer permanent virtual circuit (PVC) services independent of ISDN. Switched virtual circuit (SVC) services will use ISDN-like signaling for call control.

In our review of service providers we considered realiabiltiy, customer support, provisioning and financial stability. In our opinion a top provider of services will have a high rating in each of the catagories. Unfortunately some of the providers we found were regional providers and may not be near you but two of them are so good you may just want to move closer to be on their network!

The top company in our survey was Telepacific. The only downside to this company is the fact that they only offer service in California and Las Vegas. Telepacific received top marks in all four or our categories and is what we recommend most to customers in California. The second carrier in our list was USLEC. Like our fist pick USLEC is a regional player offering services in the south and on the eastern seaboard. USLEC was founded and is run by engineers. These people have a passion for getting it right and keeping their customers happy. Number three on our list is New Edge Networks. New Edge is a national player found predominantly in metro areas. New Edge is large enough to be a strong player but still small enough to treat customers like a small company.

Our number four position goes to Netifice, formerly Epoch. Again, a small Tier 1 player but excellent service nationwide. Number five position goesto ACC Business. Available everywhere in the continental US, ACC used the ATT network exclusively and provides a high level of service. Positions six through ten when in the following order: Telarus, Sprint, Xspedius, PNG, and Megapath. When looking for a reliable provider you should be comfortable with any of these. Make sure you speak to your broker about the strengths and weaknesses of each carrier. Telecommunications contracts can be much like a marriage and as we all know there are good and bad marriages. The fact is, when you enter into a telecommunications contract with a T1 provider for reasonalble amount of bandwidth or voice service you will have to enter into a long term contract. Telecommunications contracts for T1's and T3's typically range from 1 years to 3 years. Anything longer than a 3 year contract is usually only seen in very large applicatons like OC3 and OC12 or complex frame relay connections with many nodes. While the term of the contract will not be a problem if you have the right provider, the contract could prove extrememly burdomsome with the wrong provider.

We suggest using a broker to walk you through your options and show you the providers and services available. A broker or independent agent can help reduce the time it takes you to shop around for a T1 provider by asking you the questions once and searching through multiple providers to get the service that is right for you. The agent helps steer clear of the bias you will receive when speaking with one vendor as the agent will be paid no matter which service you choose. As the agent doesn't work with a specific provider like AT&T or Sprint, he or she will not push you in that direction if they are not right for you. Remeber that the t1 provider you select will be your partner for quite some time so take caution in your decision. The worst part of being with a bad provider is the fact that it will affect your business. Dropped calls or an internet connection that goes down can be disastrous to a business. We found that the larger companies like AT&T and Sprint will release companies from long term contracts it if is shown that the voice or data T1 service was faulty on a regular basis, however the release from such a contract will not help recoup the damages of the lost calls and e-mails from the poor service.
