Definition 1. -
A fast packet technology initially defined as an ISDN frame mode service. Frame relay uses a minimal set of Data Link Layer procedures across the User-to-Network Interface (UNI), providing unacknowledged transfer of variable length frames between users. Additional Layer 2 and 3 functions must be provided by the end-users. The Layer 2 protocol uses LAPF-Core procedures. The network discards any frame with bit errors. Frame relay offerings today primarily offer permanent virtual circuit (PVC) services independent of ISDN. Switched virtual circuit (SVC) services will use ISDN-like signaling for call control.
Definition 2. -
A protocol to replace the x.25 packet switching protocol used in the past. Frame Relay is a simplified version, owing to the vastly improved transmission facilities of today. Much of the x.25 protocol's error checking, re-sync and recovery features are no longer needed, thus Frame Relay is much moer efficient, giving way to to less overhead (control) bytes and the resultant higher overall thruput.

A high-speed packet-switched data communications service, similar to X.25. Frame relay is a leading contender for LAN-to-LAN interconnect services, and is well suited to the bursty demands of LAN environments. See also Permanent Virtual Circuit, Switched Virtual Circuit. Fractional T1 A service in which a customer can use less than 24 channels on a T1 line without paying the cost of the entire line. Front-End Processor (FEP) A communications computer associated with a host computer that manages the lines and routing of data through the network.

The t1 internet service has been around for over 40 years but never have there been so many "flavors" available. The number of providers has jumped since deregulation in 1996 from a few dozen to several thousand. As the telecom shakedown that began in 2001 continues many of these comapnies are trying to stay afloat by capturing as many customers as possible with inexpensive products they claim to be T1. Don't be fooled!
Many of the desperate companies are putting together inferior products they claim are T1 products. Be leary of products with the funny titles like "burstable" and "reach". These products are oversubscribed much like a DSL product. This means the provider put's a singled T1 connnection in a CO (Central Office) and sells T1 connections to 3 or 4 customers hoping they don't all use the service at the same time. True T1 access means dedicated access to the internet and you always have access to 1.54Mbps.
Make sure your T1 product is a "clearchannel" product and is not shared with other users. Also be sure you have an SLA or Service Level Agreement from your provider. A SLA will specify the access you will receive and the penaly the service provider will pay if they do not provide such service. If you need help establishing the proper SLA seek the help of a professional if you don't have one in house. It's much better to pay a small fee up front than to enter a long term contract with an inferior carrier. If a full T1 isn't in your budget, you need to consider a fractional t1 line. Why not get all the advantages of T1 even if your not in a market for a full T1? For many people the biggest factor in their decision is reliability and if reliability is critical to the applications you run over your connection you should seriously consider replacing your DSL connection with a fractional T1. DSL is a quick and cost effective method of acquiring high speed bandwidth however it is not intended to support commercial applications or large numbers of users as are T1 connections.
One drawback to fractional T1 service is the price. Even though you won't have a full T1 you will be paying quite a bit more than you did for your DSL connection. This is due to the structure of T1 pricing. A T1 connections is established by providing a "loop" or wire from the users premesis to the CO where the service provider has equipment. Part of the cost of a T1 is the "loop charge" or the monthly rental fee for the wire that is rented from the local phone company. Once the connection reaches the CO it can access the carriers network and reach any destination. This loop is paid in full whether you use a fraction of the available bandwidth or the full 1.5Mbps and therefore your price for a 768Kbps fractional T1 connection will never be half the price of a 1.5mbps full T1 connection.

Reliability becomes critical when customers or employees depend on your connection for immediate responses. If your customers use your connection to access your databases or your server or the internet then reliability of your connection is critical. If your employees depend on your connections because you host the e-mail server in house or host web servers or ASP type products, your connections is considered critical. A critical connection can be viewed much like a lifeline, without which your business would be negatively impacted.
